2009 Panga 18 skiff with a 70tlr throwing splash back into rear of boat at WOT and trimmed all the way down at normal load.  The prop is the Yamaha issued.  The motor is mounted on the lowest setting (top holes).  The cavitation plate is approximately 1" above the bottom of the hull sitting on trailer.  While running it appears that the water level at WOT is perhaps, not certain, over the cav-plate.  Anyone experience this?  Suggestions on resolving it?  My plan is to lift the motor up and re-mount on the second hole from the top.  Also, no trim tabs on her.  Thank you for the suggestions!

Could something else be causing the problem?  I had an issue with my 20' skiff that sounds like yours but only on one side.  It turned out to be the transducer for my Humminbird.  The rubber plug was missing from the mounting bracket.
